Spawn times.

I keep hearing about "spawn times" and am wondering how you guys influence which units spawns.
Someone told me that there is a spawn time every 40 seconds but, what's the significance of that?
Can someone explain please?

If i understood well, higher is ur lvl, higer is ur respawn time
But u can reduce it by buying respawn pack in shop (-4sec per pack)
